How do we use pifWriteBlobInFile function to add an attachment from local folder

Hi Experts, 

We have a requirement wherein we need to send a pdf from the local file share as an attachment to outgoing emails.

We have referred to the document and the function PifSetBlobVal , however have not been able to achieve the results .

Can you please help understand how we should perform the mapping ?
