Move Up and Down buttons not visible in mapping

Hi,

In email fetching CIT-SMAX scenario, i have 2 mappings, one for Incident and other for Request. As Request mapping was configured before Incident, it is at top. But i want to move it down, that Incident mapping should work first. But I cannot see Move Up and Down button in scenario. 

version of CIT is 9.90.
