After upgrade to csa 4.99, subscription transfer issue!

Hi experts, pls help with the following error in subscription transfer:

17 Jan 2022 14:32:01,799 [default task-95] ERROR [] ServiceSubscriptionServiceImpl : Failed to transfer subscription. The subscription xxxxxxx is not transferable
17 Jan 2022 14:32:01,800 [default task-95] ERROR [] ServiceSubscriptionServiceImpl : User yyyyyyyyyyyyy doesn't have access to Subscription's catalog

But,  it has role Consumer in organization with this Subscription's catalog, and everything is the same as in  test env. working good. Also, all declared prerequisites for transfer are satisfied.  This is in production, it used to be ok before upgrade, so pls help if you can.
