Using the task fulfilment plan and scaling the service design in batches with a threshold,

Task plan to include an OO flow which would get triggered after the subscription deployment.

OO flow will scale out the deployment in batches of the threshold count until it reaches the required server count. Reuse the scaling_scheduler_callback OO flow to create the loop.

Any post processing action can check the server count to reach the required count then trigger the actions.
