Allow a company which urgencies are available on catalog support request

Allow a client company an option to define urgencies are available on catalog support request.
Currently the client company has 4 options to select (1,2,3,4). We only want to provide 2 options (3, 4).

Urgency 1, 2 is defined as immediate production issue and should not be allowed. The 1,2 option needs to be called into the help desk not entered via SMA.
