Disable User comment field in service portal for closed tickets

When a user tried to update User comment field in Service Portal for a closed ticket, it lets you enter the comment but when you click on Add button there is no action or error message and the comment does not get added. It's the same behavior in all the tenants.

Can User comment field be disabled in Service Portal when the ticket is in closed phase?
