Enable Chat Button in Ribbon promotion

Today, the "chat with live agent" is only available if the user uses the ribbon for the "Virtual Agent". It would be great, if the chat can be linked somewhere else on the page, e.g. as own ribbon or as quick link on the upper right side of the portal landing page (in the callout section).
