Enable Smart Email approval also for contacts (not only users)

at the moment one can only approve (e.g. requests) via smart email if you are a user in the smax tenant.

potentially anybody in a company could be an approver which means that everybody needs a person record of type user in smax (which usually can be thousands of users). if you also enable approval for contacts, only persons which really need to login to smax will have to get a user record in smax.
