Provide additional information on Service Portal failure on supplier submission

In Service Portal (Propel), when an order fails to be created in the supplier, the error message returned by the supplier should be included in the "Request History", instead of simply indicating "Failed to create request in supplier: Contact system administrator". This will provide some context for the end user as to why the request failed (ie. Stale user option data, validation issue, etc.) and possibly prevent them from opening a support issue for the failure.
