That field is: DeviceUsedByPerson and is a Many2Many relationship which is explicitly mentioned as unsupported by CSV import:

You could use REST API to set this relationship:

Or alternatively, you could use a temporary custom Entity Link field which triggers a rule that sets the relationship, so that you can import a user via this field, set the relationship (and then maybe clear the field later).
