Parallel Flows not Working as Expected After Upgrade to 2023.05

I have had some weird issues after upgrading from 2020.02 to 2023.05, including parallel lanes in flows.  I have a few reporting flows that split into lanes that process different stuff, then come together, once all lanes are complete, to write to a file and do some other things (emails, etc.).

Since the upgrade, the parallel lanes split as before and complete without error.  Once all lanes have completed, the entire flow completes, i.e. the steps after the parallel processing just get ignored.

Any ideas?
