OO no longer runs flows after reboot

After installing microsoft monthly February 2024 rollup and rebooting the server hosting OO, it no longer worked correctly. 
When I run a flow Step Details doesn't fill in the classic information and appears to be doing nothing.
I tried restarting several times and deleting the flows to rerun them but the result doesn't change.
I have already uninstalled the update but nothing has changed.
The server is not tired, the resources are more than sufficient.
