Please try these from SiS UI (instead of System Health UI).

click on the "SiteScope" link on the top right corner, then see if you can perform these actions.

Yes we have tried to open the SiteScope in the top corner using the IE browser and it's opened but unfortunately in their also it's greyed out and below screenshot for your reference.

I haven't used newer versions of System Health, but recommend you try logging in with the built-in 'administrator' account, instead of 'systemhealth'.

I have logged in a built in admin account user only i,e systemhealth I'm not sure do we have any other built in admin account for System health.

This is from the 9.50 SystemHealth PDF, but it should be the same for all versions:

   Login Name = administrator, Password = syshealthadmin

You can also setup LDAP integration with System Health.

Yes I'm able to login with the proper admin user name and password it worked.

Also enabled the LDAP and that is also working fine.
