License Audit Job getting Aborted with : timed out while waiting for kexinit message

In the customer environment, we see the following error in the License Audit.csv file:  OpsB is hosted on Windows Server, this error message reported multiple times in the csv file. what could be reason for the job failure ?

    The error message is 

    I think this is an SSL issue - please see https://goteleport.com/blog/ssh-handshake-explained/.  The error message "job aborted: timed out while waiting for kexinit message" is caused because the SSH connection failed has failed.  This is where the client did not receive the expected kexinit (key exchange (KEX) algorithm) message from the server within a certain timeout period.  I don't know why you are seeing this an a License CSV file. 

    There isn't enough information you give you any more pointers - if you could cut/paste some of the error, that would be very helpful.
