Failed to change the password for the admin user BSM 9.13

We have restored our production system to a test environment, and followed the procedure we used many times before on version BAC 8.x to clean up the session tables and properties tables, to bring BAC up on different hardware. 

However when we try this same procedure for the restore of our 9.13 system onto new hardware, after the db configuration utility goes through the database settings, it gets to the Login settings. We enter the same BSM password details and details for the JMX login, and we get a java exception stating:-

 

Failed to change the password for the admin user

 

I know I am entering the correct password as the encrypted key is the same as in the production system users table. i.e. in prod I can change a user to the password I think it is, and the encrypted key is the same as the admin user, therefore when I enter that password in this login settings screen, it should be the same. 

 

Has anyone seen this before?
