So just to review installing Service Manager 7.11 on Windows 2012 R2 is the same as any other Windows Server. The steps don't change. I'm not sure where you're database resides or if it's Oracle or SQL Server, however, let's assume it's SQL Server.
1. Install the RTE
2. Configure the C:\Windows\SysWOW64\odbcad32.exe to connect to SQL Server
3. Install the licfile per the earlier answer
4. If this is a new install start Service Manager and follow the install wizard to connect and upload data to SQL Server
5. If the database is a backup from a pre-existing install then you update the sm.ini to connect to restored database on SQL Server, start SM and connect
