Installing Service Manager 9.70 and migrating old data of Service manager 9.60

I was doing fresh installation of Service Manager 9.70 on Windows 2019 system. I have followed all the instruction in the documentation replicating old database environemnt  and I have completed installing server, client and web-tier.

But, after that when I am upgrading application and running utility, I am getting too many conflicts like in probsummary table redundant data is added. For eg. two categories (incidents)of same name are created.reports are not pulled in order, discrepancy is showing in status of interaction like resolved tickets are showing as replaced error. In short, many issues are arising after upgrading application. 

Can you suggest me the way to upgrade where I want the data of old database, category, workflow and everything of old SM 9.60 only, no the new data which SM 9.70 is adding in the database. Kindly help.

    Application upgrading can't be customized.

    It is not possible to keep category, workflow and everything of old SM 9.60 if you do upgrade to high version.
