I had similar issue with tomcat 10.x while installing HPSM9.80 war. Are you running web-tier also on same server (tomcat 10)?

There should be more info in other tomcat logs.

I tried tomcat 9.

But still issue persists, however, errors are somewhat different.

I suspect there may be issue with configuration. Can you post the jdk version you are using. Also 9.x shows more progress. 

Please check if your idm database has tables showing up and in logs folder you should idm related logs(idm-xxx logs). They should carry more information.

I was using jdk-8u202-linux-x64.tar for 9.x

and  for 10.x

There are no logs created in idm logs:
