Hi Chilamanthula,
Any User that is an Agent has the means to modify their own Notification settings. If the user is not an Agent then they would be notified based upon the Business Rules for whatever Request they have raised within the Service Portal using the Request Workflow. In what way would you need a User to modify the Notification settings from within the Portal?

For More clarification as we can see notification settings in the community itself where we can control them by enabling and disabling it ,so in the same way is it possible to do in the SMAX by customer to add notification preferences that customer can control on self-portal?
