Request to be opened only by manager.

I want the request to be opened only by manager. How can I write a rule about this?

Is this what you are looking to do:

https://docs.microfocus.com/doc/SMAX/24.3/ConfidentialRequests

Basically creating a Confidential request which are invisible to the requested for user in the Service Portal. So the Manager can see it but not the employee.
