Could you setup a Notification template in the License Usage record. This record hold the compliance details for each product that is being calculated within SAM. So if you then did a calculation on the Entitled point against consumed points to see if that is greater than 85% you could then send a Notification out.

I am talking about SMAX license, Is there any way to trigger notification if "Logged in" exceeds 85% of capacity

There is no option to trigger notifications based on a specific usage threshold. In general the usage changes quite a bit during the day, between peak hours and non-peak hours, it is not a license model where usage grows constantly over time and eventually reaches the threshold.
