Scheduled tasks scheduled to run Annually are executing twice


We are running into an issue where all scheduled tasks that are set to run Annually are being duplicated, or executed twice.
Example Scenario:

Create 1 incident, schedule: annually every May 1, at 9:05.

In the execution history and tickets created, we see the following:

ticket created at 8:05, and ticket created at 9:05.

I am wondering if these tasks were previously modified and they kept the old time and are still running it, but I don't see any fields indicating this. Are there any settings I may have missed that I can check? Has anyone come across this one before?
