Is it possible to audit/track who has viewed/accessed tickets in service manager?
You could try something such as, On the master format control of the record, under calculations, put true in On Display and in the calculation do an rtecall that initializes and then adds a record in a custom table where you are keeping track of all this. You can run the operator() to get the operator's login name.
