Failed to load class sun.misc.BASE64Encoder error when trying to connect to RTSM using UCMDB Api

We can no longer connect to RTSM using the the UCMDB Api.  I get this error message when trying to connect and get a UCMDB Service:

Caused by: java.lang.ClassNotFoundException: Failed to load class sun.misc.BASE64Encoder
    at com.hp.ucmdb.api.client.http.bootstrap.SDKClassLoader.findClass(SDKClassLoader.java:94)
    at com.hp.ucmdb.api.client.http.bootstrap.SDKClassLoader.loadClass(SDKClassLoader.java:63)
