Missing checksum.json when upgrading content pack

Hello,

I'm trying to upgrade our content pack from 2023.05 to 24.2. It just sits there for hours saying, "This action might take a while".

When I look in the logs, I see "Can't get details - resource doesn't exist: {CustomerId:1,Type:Discovery_CONFIGURATION_FILE_METADATA,Id:checksum.json}" 

I confirmed I don't see the checksum.json when I run the listResourceTypes JMX method and select "Discovery_CONFIGURATION_FILE_METADATA"

Is there a way to create the checksum.json? 

Is it actually just taking a REALLY long time to load the content pack, or is it just sitting there doing nothing. If it is loading the content pack, is there a log I can view its progress?
