Problem:

We receive an ORA-12528 error (all appropriate instances are blocking new connections) when attempting to create a new workspace on an Oracle database. We have a local installation of Oracle and are running Modernization Workbench and Oracle on a laptop.

Resolution:

In cases of local installations, network connectivity is not required or restricted to the point where you cannot connect to the Oracle installation on the same machine, typically through a firewall blocking Port 1521.

You can disable the firewall or allow an exception for Porta 1521.

For an alternative solution, the BEQ protocol can be added to the TNSNames.ora file in your Oracle installation.  This protocol will use a local connection rather than go over the network.
