Add Test tab on Defect and Quality Story to match the US

For backlog items I think the options should be the same.....makes it easier for users to use and understand!

For US there is a test tab where new manual test can be added or adding an existing - but this is not available for D and QS. I know I can add test coverage from the relations, but it should be same option on all backlog items.
