Config Task board based on roles or permissions and not team lead

I find the fact that you need to be the team lead to be able to configure the team backlog board very frustrating. We have three separate teams that follow the same workflow but I had to configure the board three times so they were consistent.

If you are a workspace admin you should not be required to be the team lead and should be able to configure the board without having to select a team.

The ability to customize the story board is now controlled by permission granted to the role of the team member.

The fact the user is a team leader no longer determines that ability.
