When running Manual Test our testers would like to have the steps on top/always visible - or a button to make this possible...

can you please clarify what you mean to have stops always visible, do you mean the manual runner window should always be on top of other windows ?

yes - should be functionality supporting Manualler runner to stay on top of the app the tester is testing

Because manual runner is a web application, we don't have that level of control over the browser.

For these cases ALM Octane supports running manual tests in Sprinter instead of the web based manual runner, more details at https://admhelp.microfocus.com/octane/en/15.0.20/Online/Content/UserGuide/how_run_sprinter.htm?Highlight=sprinter

ahh was hoping for some magic trick by R&D

I know about Sprinter - but not all our testers are so advanced:)

Any other ways to solve this?....button for reducing Manual runner size to 1/3 of the screen??

Depending on what OS your users are using, OS itself supports shortcuts for placing and reducing screen size, for example see Windows key + Left arrow key in https://wtvbam.com/blogs/tech-geek/1676/windows-10-keyboard-shortcuts-1/

Also, Manual Runner is supposed to remember it's screen size, so if you configure it once to 1/3 of the screen, next time you open it, it should open with same size.
