Planned Run Form Inconsistent

In the Quality module, if you select one test and click the Plan Run button, you are presented with a form in Landscape orientation that contains 12 fields. However if you select multiple tests and click the Plan Run button, you are presented with a different form in Portrait orientation with only fields displayed. Why are different forms being presented if you're planning a single test as opposed to planning multiple tests?

Also, the form that's presented when you select a single test accurately displays a red dot next to all required fields, including Milestone, but the form that's presented when you plan multiple tests does NOT display a red dot next to the Milestone field to indicate that it's a required field. You don't know it's required until you click the Plan button at the bottom of the form and receive the standard warning message that Milestone is a required field.
