Today ALM Octane does not support sharing tests between workspaces.
Instead ALM Octane support breaking down single workspace into multiple Programs, and sharing Tests between diffrent Programs, see more details at https://admhelp.microfocus.com/octane/en/15.0.20/Online/Content/AdminGuide/how_manage_workspaces.htm?Highlight=programs#mt-item-3
