ALM 12.20 Upgrade from ALM 12.01 Error: ALM is installed on this machine

I recently attempted to install/upgrade ALM 12.01 to ALM 12.20. I uninstalled the old version with Add/Remove programs and attempted to install ALM 12.20 for performance center. It then gives me the ERROR that ALM is still installed. I searched the server for any registry keys and even removed the old repo folder that was still there. Restarted the server and tried to run the 12.20 installer again with the same results. Has anyone seen this or knows where the installer checks for recent versions in Win 2008R2SP2 Enterprise?
