Step Description font color changes ignored

Has anyone seen this issue before?  In the pic below, the font color changes at random throughout the description, and no amount of setting it all back to black seems to change this.  The HTML is correct in the DESSTEPS table, but ALM itself displays things in dark gray, not black.  This behavior persists across machines and shows up using the Launcher as well as IE.  ALM 12.60 Patch 3.
