Unable to finalize decryption for the following 48 bytes:

installing ALM 12.55, it appears to install correctly but the service won't start.

we get two errors in the logs

Unable to finalize decryption for the following 48 bytes: [ -114, 119, -63, -64, 0, 27, -12, 105, 52, -59, 58, 35, 96, 17, -117, -43, 7, 93, 24, 109, -47, 73, 52, 114, -91, 108, -30, -48, -27, -68, -18, -12, 59, 107, -86, -7, -41, -121, 38, -36, -121, -90, -66, -104, 64, 121, -91, -73, ], 32 bytes were already precessed. Current configuration is: com.hp.sw.bto.ast.security.lwcrypto.LWBlockCrypto[ cipher: AES/CBC, Encoding mode: Base64Url, forEncryption: false, keysize: 256]; 

com.hp.alm.platform.exception.CTdException: The parameter name COMMUNICATION_SECURITY_PASSPHRASE does not exists in PARAMS table.

any suggestions would be appreciated.

Please advise if you install ALM 12.55 by upgrading the qcsiteadmin database from an old version, or creating a new schema?

If you upgrade from an old version, did you type in the same confidential datapassphrase as old version's confidential datapassphrase?

Do you use SQL or Oracle?
