"New Excel Report" Menu Item Missing in my ALM 12.5 installation

Hey,

I am on a client site and I am working with ALM 11.52 and ALM 12.5. I have a number of XML reports I have developed on the 11.52 installation and I am wanting to port them over to the 12.5.

There is no menu item for "new excel report" and when I attempt to import an XML definition I get the message "Failed to post simple key entity" ... ie "Can't"

What has happened here. I have ruled out roles as I have tried this as my standard profile and as tdadmin, I have checked for any other group roles that might remove the right from me, I have checked that the right to create, edit, delete excel reports is correctly assigned to the group I am in, I have removed these rights and re-granted them.

I am beginning to think that there is a problem at the site level.

Does anyone have any insight into what might cause this?

May be the ENABLE_CREATE_LEGACY_EXCEL_REPORT site parameter has to be set (see http://alm-help.saas.hpe.com/en/12.53/api_refs/site_params/metadata.htm).
