seeing this error in the SA logs every .150 seconds No entity of type procedure-run with id 166 exis

seeing this error in the SA logs hundreds of times a day  "No entity of type procedure-run with id 166 exis"

it doesn't appear to be effecting ALM performance but it's filling up the log files and makes it difficult to triage issues.  any idea what causes it and how do I stop it?
