Access Manager comes with eDirectory but you can't really use that one
for user administration. You would still need to install an additional
eDirectory Tree somewhere on your network which will contain all the
users (the embedded one isnt suitable for that). I'm not sure how to
configure sharepoint to use that then as a LDAP source for
authentication.

As for NAM, NAM is good for exposing it to the external world in a
secure matter. Is that what you are after? It doesn't really sound like
it.

It sounds like you want to combine users into a single authentication
directory. As Kevin pointed out, you want to use IDM for this. NAM
doesn't provide that functionality.
