pass information to redirect URL in authorization policy

Is there a way to pass dynamic information to a redirect URL from AG
authorization policy? What we are trying to do is after user is
authenticated, we want to check if user has finished his/her security
training and set up their security Q&A, if not, the authorization will
redirect user to a servlet that does that, after user has finished all
the required setup, user will be forwarded to his/her original target
URL. This will require the servlet that handle these logic know the
target URL, I could not find a way to pass this URL to the servlet. Any
suggestion is appreciated.

Can you have the servlet use the referrer header from the client? That
usually contains the location from which the client was redirected, in
this case your protected resource.
