Depot Activity Text to HTML_3000 failing in Aegis 3.1


I have recently upgraded to 3.1 and I had a process that utilizes the
depot Text to HTML_3000 activity.
Just in the last 2 weeks the process has been failing when the specific
conditions call the Text to HTML_3000 activity. The error I see in the
output error message is '3223322626Activity library
Depot_TextToHTML_3000_0_1 not found'.
In the depot section of the Aegis Console I see the activity.
Has anyone else see this behavior and if so what was done to correct
it.
