When Debugging, Web Service Errors Don't Cause an Error

In Aegis 3.0, if you are in debugging mode and a Web Service Activity is
called with incorrect credentials AFTER a previous debugging session
successfully executed the Web Service Activity, the Web Service Activity
does not return an error, but just a blank string, allowing the workflow
to proceed.
