New agent won't connect

I'm having problems getting a new agent set up, and I'm seeing this in
the mctrace log:

NQServiceMain: failed to initialize encryption. Encryption will not be

Since we use encryption, I'm assuming that this is the issue. I've
tried reinstalling the agent and running the services as both a user in
the administrators group and as local system. In each case, the server
appears briefly as connected in the Operator Console, but as soon as
NT_Discovery begins to start, the server grays out and stays that way.

Any ideas on how to get this server connected?

It appears that in the past few days you have not received a response to your
