Activate Upgrade L1/L2 Perimeter/Network Package

Are there any instructions available on how to conduct an upgrade from Activate 1.1 to 2.4 where the L1/L2 Perimeter and Networking needs to be split?  The 2.x activate content for Perimeter and for Networking doesn't explain how to handle this.
