Inconsistent Access Errors encountered when trying to access generated reports.

I have a report that runs every night.  About 25% of the time, users receive errors when trying to access the finished report stating that either the report is corrupt, or that the user may not have permission to access the query or the template.  However, 75% of the reports do not have this problem.

I checked that all of the Queries, storage areas, templates have the right permission.  I also have created a report user within the group that generates all of the reports.  But I am still getting the same inconsistent errors
