content is broken after synced with content management

i have configured content managmet between two arcsight and prepared packages , and all of them and syncing successfully but i npticed that after the sync one dashboard is not working properly because the resources it depend on is invalid even after i modified them after syncing the conetent again these resources become broken again and the dashboard did`t work ,any ideas why is that happening ?
