Cisco Syslog - Tracking User Typed Commands?

Hello,

Currently we are sending syslogs from Router to ArcSight ESM. We can track the user sessions and privilege access. But we also want to track what commands did the user/employee type. We need to record any outages and track it back to someone. Is there any other way to configure router to send the information about commands typed?
