It stands for Corre, the ArcSight Database for event storage since 6.0c


Previously it was based on Oracle (everything below 6.0c)

Marketing gimmick that they kept as far as I know.

Correct apart from the marketing gimmick part. At the time we thought that the upcoming oracle based versions would be marked with "o" to distinguish, so ESM 5.5 was supposed to be 6.0o or something on those lines.
