SLO BPM & User CAL, or Device CAL counters

There is no clear documention on how to use the DEVICE or USER CAL counters.  It sounds like an entitlement and rights calculation - How many computers/people are entitled vs number of rights. . . However the counters are set up to look for Installations, which is confusing when the MS website says they are more like a subscription and not installed software.

Can anyone shed light on this area? or point out the missing documentation of clarity?
