CIT error Unable to load dynamic library (libeay32-10.dll)

OS: Windows Server 2008 R2
Program: Connect-IT Service Console 9.53.023

After our administrator group upgraded VMware Tools on this VM to 10.3.10 and installed Microsoft C++ 2017 redistributable the Connect-IT Service Console and Scenario builder applications will no longer run.

When I open the Connect-IT Service Console the following message is displayed:

2019/06/14 17:52:6.645 0 1 (16384) System error 126: The specified module could not be found..
2019/06/14 17:52:6.645 0 1 (-52) Module 'Ssl' : Unable to load dynamic library (libeay32-10.dll)'
2019/06/14 17:52:6.645 0 1 (-52) Unable to initialize SSL library.
2019/06/14 17:52:6.645 0 1 (16384) Bad encryption.

I have tried uninstalling and reinstalling Connect-IT, installing the Visual Studio 2012 C++ redistributable files, installing the C++ 2010 redistributable files and running the application with administrator rights. I have verified that the file libeay32-10.dll is in the correct /bin directory. I have added the path of the bin directory to the Windows Path variable. I have also tried adding the following lines to the Connect-IT config file conitsvc.ini:
[DLL]
Ssl=C:\Program Files (x86)\HP\Connect-It 9.53 en\bin\libeay32-10.dll

So far nothing has worked to resolve this issue.

This not a resolution but as a work around we restored the server VM to before they upgraded VM tools. We are not upgrading the tools on this VM until we replace the OS later this year.
