Using Time Machine as a Project Admin

Currently it seems like saving a project state in Time Machine (to create a "baseline"), assigning a label, and comparing two different labels is limited to the system administrator role. Since the Time Machine is saving state at a project level, can the project administrator also be allowed to do this?
