Out of the box, these are included, regardless of the layout of the report.

<?xml version="1.0" encoding="UTF-8"?>
<Topologies>
    <Topology name="Business_App_Report">
        <ConfigurationItems>
            <ConfigurationItem ID="4ab353238607fe20303a013f23fd8b86" Label="Hawaii" Type="business_application">
                <Attribute Name="display_label" Label="Display Label" Type="class java.lang.String" Value="Hawaii" />
            </ConfigurationItem>
            <ConfigurationItem ID="0b07dd7c90d1d3c6c39f8a77cab0d3c7" Label="NCT" Type="business_application">
                <Attribute Name="display_label" Label="Display Label" Type="class java.lang.String" Value="NCT" />
            </ConfigurationItem>
            <ConfigurationItem ID="3e8ed0a6ccda56f1e2196a63bd5d5a82" Label="test1" Type="business_application">
                <Attribute Name="display_label" Label="Display Label" Type="class java.lang.String" Value="test1" />
            </ConfigurationItem>
        </ConfigurationItems>
    </Topology>
</Topologies>

I would suggest logging an enhancement request for this.

Hope this helps,
